1d.) You may only host feasts at settlements that you own, to create a feast, there will be a button in the settlement menu to host it. They do NOT have to be present at your castle/town for you to start. 1b.) You cannot start a feast while at war 1a.) To create a feast, it will cost you 5,000 Gold.
